India Plans 20GW Solar Tender To Spur Domestic Manufacturing

The Indian government is planning to float tenders for setting up 20 GigaWatts (GW) of solar power capacity in one go, hoping to spur local manufacturing of solar power equipment.

Most solar power developers in India have been sourcing solar modules and equipment from cheap sources like China and the 20 GW tender is stated to be an attempt to spur domestic manufacturing of solar power equipment.

While it is difficult to believe it would attract local manufacturers of solar power gear, and provide a boost to the National Democratic Alliance (NDA) government’s Make in India initiative, it would surely help further lower the country’s solar power tariffs.

Domestic manufacturers have so far accounted for only 10% of all solar power projects floated by state agency NTPC and it is not known how the 20 GW tender will attract Indian manufacturers with further expected fall in tariffs.

India has set an ambitious 175GW clean energy target by 2022, of which 100GW is to come from solar projects.

Officials at the ministry of new and renewable energy (MNRE) expect mega bids to help bring down manufacturing costs for Indian solar power equipment makers. However, this would help Chinese manufacturers better as they already have the lowest cost base.

The tender, however, is at the conceptual stage and once people see such projects as viable, then manufacturing can kick in, said a second person aware of the development, who declined to be named.

Solar modules, or panels, account for nearly 60% of a solar power project’s cost and this could be the feast to China’s solar panel manufacturers, with a capacity estimated to be around 70GW per year, whose major markets abroad are the US, and India.

The solar industry has welcomed the move hoping that problems associated with the sector are adequately addressed.

The tender comes against the backdrop of concerns that declining green energy tariffs may result in electricity off taking commitments from wind and solar projects at higher tariffs not being honored.

Delhi To Source 1,000MW Solar Power By 2019

NEW DELHI: By 2019, Delhi would have over 1,000MW of clean energy, lessening the burden on fossil fuel, said power minister Satyendar Jain on Friday.

Jain said after six months of deliberations, all three discoms and the power ministry have agreed in principle to switch to green energy. Jain also said that his department has approved subsidies for solar pumps for Delhi farmers.

Central PSU Solar Energy Corporation of India is the nodal agency and would be in charge of the tender process over the next three months. The solar panels, though, would be set up elsewhere in the country; Delhi would only buy the power generated.

“The whole process will take around 1 to 1.5 years by when the peak demand 6,500MW will also go up. Through this agreement, we are not only trying to meet the growing demand but also doing it in a ecofriendly manner,” Jain added.

Industry experts say that Delhi currently sources around 100MW of its total power demand from solar generation units through PTAs and net metering by users. A reduction in input costs for solar power has facilitated the move. The ministry estimates this solar power to cost about Rs 3 per unit, lower than conventional energy that costs on an average Rs 5.5. “Around 1.5 years back, when we were attempting to execute such a project, the cost was around Rs 6-6.5 per unit,” Jain said.
The minster also announced that the power ministry has given in-principle nod for providing additional subsidy to Delhi’s farmers for installing solar pumps to lower their costs. Currently, several thousand agricultural connections are being used for boring work. Most of these agricultural connections are in north and west Delhi.

Jain also said that the implementation of relief announced by DERC to tenants and small traders was on track. The government would extend subsidy benefits to tenants holding prepaid meters too. Also, small traders with connections up to 5kW in purely residential areas are already being provided power at domestic rates.
